Sale and Purchase of Maritime Radiocommunications Apparatus Covered by the GA (VHF/SAT. EPIRB) (MCA/10/57/F)

a) In accordance with the General Authorisation (Radiocommunications Apparatus) Regulations (S.L.399.40), the vessel on which VHF maritime apparatus and EPIRBs are to be installed needs to be assigned with a call sign and an MMSI. The latter is not required if the VHF apparatus is not DSC enabled.

b) Any person dealing in radiocommunications apparatus (hereinafter referred to as ‘dealer’) is required to comply with the 29th Schedule of S.L.399.40. In accordance with these Regulations dealers should notify the Malta Communications Authority (MCA) / Transport Malta (TM) with each sale of VHF marine and / or EPIRB apparatus.

c) Any person enjoying a general authorization under S.L.399.40 shall ensure that the vessel on which the VHF maritime apparatus and EPIRBs is to be installed / used is assigned with a call sign and MMSI as appropriate. In accordance with the Fees leviable by Government Departments Regulations (S.L.35.01), the assignment of such identities carries an administrative fee of fifty-five Euro (€55).

d) Duly completed forms for VHF maritime apparatus should be sent to the competent ship registration authorities as follows:
• to the MCA in case of “S” registered and Fishing Vessels (under 6 meters in overall length); or
• to Transport Malta, Merchant Shipping Directorate in case of all “Valletta” registered vessels.

e) Forms concerning the sale / purchase of EPIRBs intended to be installed on any type of vessel should be sent to Transport Malta, either by e-mail on mrcsmalta@transport.gov.mt or by post to Merchant Shipping Directorate, Malta Transport Centre, Lija LJA 2021. Once the EPIRB is programmed with the assigned MMSI, the programming report should also be sent to Transport Malta.

f) The information submitted in this form will be collected, held and handled in accordance with the MCA’s Data Protection Statement, which is published on our website.

g) The MCA recommends that completed forms must be received by the MCA at least ten (10) working days prior to the date when an assignment certificate is required. The MCA endeavours to issue assignment certificates within seven (7) working days from the receipt of the correctly completed forms and payment of the applicable fees. The MCA shall not be held liable in any way if an assignment certificate is issued after the aforesaid seven (7)-day period. To facilitate the process the MCA recommends that invoices are settled through its online payment system available at www.mca.org.mt.
