xii. Vulnerability Status*
The respondent needs to choose between ‘Migrant’, ‘Participant with a foreign background’, ‘Minorities’, ‘Disabled Person’ ‘Disadvantaged Person’ or 'Not Applicable'. A 'Migrant' is understood as a non-national with permanent residence in a country (i.e. Malta), while ‘Minorities’ are nationals coming from marginalised communities, such as the Roma. A ‘person with disability’ refers to anyone who is registered as a person with disability with Jobsplus. A ‘disadvantage person’ should form part of at least one of the following categories: The participant should have an MQF level 0, that is, does not have a School Leaving Certificate or basic literacy and numerical skills; Homeless or affected by housing exclusion (see definition below); be an Inmate or former offender, or Former substance abuser or undergoing detoxification treatment.
‘Homeless or affected by housing exclusion’ should be interpreted according to the ETHOS (European Typology of Homelessness and Housing Exclusion) definition which is derived from the physical, social and legal interpretation of what a ‘home’ means. It classifies the following four living circumstances as homelessness or extreme forms of housing exclusion:
1) Rooflessness (people living rough and people in emergency accommodation),
2) Houselessness (people in accommodation for the homeless, in women's shelters, in accommodation for immigrants, people due to be released from institutions and people receiving long-term support due to homelessness),
3) Insecure accommodation (people living in insecure tenancies, under threat of eviction or violence), and
4) Inadequate housing (living in unfit housing, non-conventional dwellings e.g. in caravans without adequate access to public utilities such as water, electricity or gas or in situations of extreme overcrowding).
The respondent needs to choose between ‘lives in jobless households’, ‘lives in jobless households with dependent children’, ‘lives in a single adult household with dependent children’, or 'Not Applicable'. A participant who ‘lives in jobless households’ is understood as households where no member is in employment, i.e. all members are either unemployed or inactive. A household is defined as a housekeeping unit or, operationally, as a social unit: having common arrangements; sharing household expenses or daily needs; in a shared common residence. A household includes either one person living alone or a group of people, not necessarily related, living at the same address with common housekeeping, i.e. sharing at least one meal per day or sharing a living or sitting room. A participants who ‘lives in jobless households with dependent children’ as defined already; moreover, dependent children refers to individuals aged 0-17 years and 18-24 years if inactive and living with at least one parent.
The age is calculated from the date of birth and determined on the date of entering operation. While participants who ‘lives in a single adult household with dependent children’ as defined already, moreover, an adult is a person above 18 years of age.
The following details are required as per Regulation (EU) No 1304/2013 of the European Parliament and of the Council of 17 December 2013. In this regard, this form is to be filled in by each employee who will be employed through the A2E Scheme. Jobsplus as the Intermediate Body and the Planning and Priorities Coordination Division (PPCD) as the Managing Authority which is responsible for monitoring, evaluation, drawing up and submitting relevant report to the European Commission, therefore can make use of all the personal information submitted by the data subjects.
In this regard, this information is therefore disclosed to PPCD and may also be forwarded to third parties for the purpose of follow-up studies, monitoring, auditing, reporting and evaluation activities inherent in information sessions co-financed by the relevant Fund (ESF or ERDF). All personal data shall be processed in accordance with the Data Protection Act, Chapter 440.
The employee also give consent to Jobsplus to take photos and make use of all the personal information that he/she have given and/or to confer this information to third parties for the purpose of compliance with the tracking procedure that is inherent in projects funded by the European Social Fund.
